HTC One M8 - Phone only boots into recovery, any ideas on recovering it?

I cannot use fastboot, or ADB, as I am unable to activate USB debugging as I cannot use the phone.

Some more info would be good. What happened to the phone, was it after taking an OTA and the install failed?

Is the phone rooted, or stock?

Stock recovery?
