That depends on your carrier. Some will give you the unlock code if, say, you're going to be traveling outside the US. Some will give it to you after a certain amount of time on the contract. Some will give it to you once the contract ends. And some just won't give it to you, so you have to pay for it.

If you're thinking of some program or something to get it for you, there is none. Codes re assigned pretty much at random to IMEIs. If you don't have the database, your chance of hitting the right one is less than your chance of being hit by a meteorite while you're inside a steel building.
