Help Hydro - No Google play, no app Dnld , Locks up...

Greetings. 1 no young Hydro signed on Google loaded some apos w/ Google play. Locked up from day 1 bow can't Dnld apps says Google play needs authentication. Can log in of computer yet still bo5 Dnld 2 phone. Site says need Google play authentication. Need 2 Reinstall Google play. Apps using browser don't work now. Browser jeeps asking 4 certificates. This thing is junk.
