I added my Google Account to "Accounts" but still can't use Google Play Web Store

Hello,

My friend lent me his phone. I'm trying to download an app from the Google Play store on the web. I've already added my Google Account inside Settings/Accounts and Sync.

When I press the green install button, I get this error message.
You haven't accessed the Google Play Store app (the white shopping bag app icon) on your device with this email account.

The "more info" link (“You haven’t accessed the Google Play Store app on your device with this email account." - Google Play Help )

How can I fix this problem?
How can my email address (gmail/google account) work with Google Play store?

I will suggest that you make a new Google account and check if it will work. I would say it should. I personally don't own this device and well I'm guessing it should work. If not go over to the galaxy note forum :) I can't link you to it sorry. Google this no quotes " samsung galaxy note android forums"

My friend, who owns the phone, has apparently accepted the terms of services of the Play Store app. I can download and install apps on his Google account.

Oh there are two accounts on the phone? Open the Play Store app, press the menu button, select 'accounts' then choose your account. The app on the phone is still probably linked to your friend's account.
