Ok this is exactly what I did: I did a backup of my ROM with rom manager. Well it wasn't a custom rom it was just the normal stuff that you have without any custom stuff done to it. I did a factory reset because I wanted to put the Cyanogenmod rom into my phone. After all the factory reset business was taken care of, I realized that it unrooted my phone so I rooted it again. After, I redownload rom manager and I flashed clockworkmod recovery. I attempted to download Cyanogenmod but I got lazy cause it took way too long so I cancelled the download. I wanted to restore all my stuff so I turned my phone off. Clicked volume down+power. Clicked recovery. It took me to clockworkmod recover. I restored my stuff. It took me back to the clockworkmod recovery menu. I clicked reboot system now. This is where the ugh part happened. When it rebooted, it showed the normal HTC with the white background. It stayed there for a few seconds. Then my phone turned off and by itself it turned back on with the same HTC white screen and then it took me to clockworkmod recovery menu screen. It keeps doing this over and over again. Ive already clicked on "wipe data/factory reset" and it still does it. I clicked on "wipe cache partition" and it still does it. HELP PLEASE:((((

I have an evo but i think the same can sort of apply

try wiping the cache partition again and also dalvik cache (advanced) as well as data/factory reset. also you will most likely need a rom of your choice. you can find one in the stickies in this forum. just downlaod and transfer it to your card. there is a usb toggle found in "mounts and storage" in clockwork mod where you can transfer the file. then select "install from .zip" and it should install the rom and let it reboot. the first boot should take a bit longer then normal as it has to build up dalvik cache.

edit: also never use rom manager. it tends to be buggy and create issues like this. do everything manually.

You didn't "brick" your device.. just sounds like a bad backup. Follow ocnbrze steps and you'll be good to go.

Ok doing this will erase everything from my SD Card if I'm correct. Does this mean my phone will not be rooted anymore?
