Don't know about ICS, but Gingerbread is for phones while Honeycomb is for tablets, so not sure how you can compare.
Its really up to personal preferences I think.
Honeycomb is for tablet.
Icecream sandwich (ICS) for both tabs and smartphones.
And, gingerbread is for phones too...
Actually, gingerbread is the most widely used android version.

[Edit] ICS is the latest version available, till we get some jelly beans... ;-)
