Did Google or Samsung send out official ICS updates for the Nexus S yet? Or is it just rumors and ROMs

The Nexus S yes, the Nexus S 4G No. 4.0.4 is pushing now to the NS, XOOM WiFi and GSM Galaxy Nexus. CDMA/LTE with lack of support continues. The AOSP source has updated to 4.0.4 but without a build to go off of for the NS4G we will not know if there are any new proprietaries and can only build it using the 4.0.3 leak proprietaries and radios that are available.

Maybe close? But i doubt it will fix the GPS./radio issues.

Oh ok thanks. I just got my mom the Nexus S and I was wondering if it had to be updated to ICS or not.
