In the lock screen settings, the ink effects are greyed out. But if I select the unlock effect "Ripple" the ink effect will be enabled. But no ink effects in the lock screen. Shouldn't it be enabled for the "Watercolour" effect?

Yes, this is confirmed, just with the one setting.

Yea but in ripple, there's no ink effect to change colors right?

Settings/device/Lock screen/Unlock effect/Ripple/then below 'ink effect' should be available, just choose your colour ;)
So basically when you change from watercolour to ripple, then the ink colour becomes available.
Edit: I am using the factory unlocked Note 3 European handset, for reference.

So once you have enabled the ripple effect, there are no options for setting the ink colour?
    Ok just a few illustrations.....
    This is on watercolour...

Take note of the last option, If a live wallpaper is set on the lock screen, the ink effect will be disabled automatically.
