Incoming calls... WTF?

Why is there no feature to block all incoming calls with the exception of persons not in your contact list?

Some phones you can whitelist incoming call numbers, S8 I don't know.

I remember my old, old, very old Samsung phone had an option "Blocking Mode" in settings. There was such an option which you want if my memory is correct...

Hmm. I don't have an S8, but on S7 Edge Nougat it's under Phone app>Menu Button>Settings>Call Settings>Block Numbers>Block Anonymous Calls.

But the original question asks to block all calls except for callers who are not in your contact list. I don't know whether that was an error: blocking all of your contacts but letting everyone else call you seems an odd thing to want to do, so it would seem surprising if someone had built an option to do this in. Of course you could manually block every one of your contacts, but that would be a lot of effort and not quick to turn off.
