Root [International] Ask for HTC one 801n 4.3 language

I have HTC one 801n 4.3
There is no Arabic language on it
I want to add Arabic language without rooting I want to root after update 4.4
Is there any way to make Arabic language like comes with HTC one
I try all
#set location
#locally language
And some app it they all ask for root

There is not a way that I am aware of to add the language to a stock phone. Rooting and flashsing a Rom that includes that language is prolly your best bet,short of exchanging your device for a diferent stock one.

Maybe someone else will have some other ideas.
