It can be done with the app Viber. Free calls app that allows you to call from any where from your android device.

or u can just top up and use ur balance to call. The rate is a lot better than calling cards. I believe they do not charge connection fee which calling cards do. i have called international before using just my balance, the quality is pretty good.

You can always google voice to make calls. I have used Rebtel, sidecar etc but apps require the other person has the same app.
