If you are referring to the Google Nav app then its simple. The new Google Maps app (v7.0.2) has navigation already included. You'll find it by pressing the arrow-up in the search bar at the top (white with the spyglass to the left; the arrow is found on the right-hand side). When you pressed this you get to choose from where to where and so on.
Google navigation is no longer a separate app and is now part of Google maps as stated above. It may have been there previously as a separate app and have "disappeared" when you updated maps.
Unless you have rooted your phone you cannot yourself delete preinstalled apps.
