is google voice or skype more expensive for international calls

I think neither are free, but I'm trying to decide which to use to call people internationally, specifically Japan. Does anyone know the international rates?

I figured it out. Sorry for asking such a lazy question! Skype is the better choice for me, because Skype to Skype calls are free. Free is good.
