You can toggle 4G/3G right from the stock settings menu. Settings > More > Mobile Networks.
There isn't a widget for it without root, though, and likely will not be for non-rooted phones, because Google is trying to restrict what settings apps are allowed to control, to prevent them from doing things without the user's permission.
Ok Thanks Might Have To Root !! Maybe if I keep the phone !!
Answering the OP original question = If you mean other than in the settings menu, NO. not Yet.
I'm using "Toggle 4G for Razr"... its on the market and works for the Nexus (rooted AND non-rooted)...
Its a home screen widget that really just brings you to the "Mobile Network Settings" page with one click. Click on Network Mode and switch it. Its not a REAL toggle, but its nice and easy.
