Am curious to know if there is an app on the market that can change the colour of the time, signal strength etc that is on the top right hand of the display??

Have seen that the new nexus prime has the time etc in a nice blue colour. Looks very cool.

    Over there <points>
I don't know if there are apps that do it, but if you root, your phone may have themes available over at XDA. Themes usually change the icons.

No root means must depend on Android SDK or un-documented API. If SDK don't have that API then un-documented API which may fail once that API is closed in later versions.

If Android SDK does not have an API for developers to access, all apps that say they can are rooting or using un-documented API. Such approach means mixed results for users. Some not rooted cannot use, some can, some cannot.

I need to reiterate this again so that end users get the idea behind why same app on some devices work while others don't work.

Use full screen mode in your Launcher (so you don't see the bar), then add text (time) or widgets, colored blue (or whatever color). Minimalistic text and Widgetsoid2 can make real small text/icons to put anywhere you want on the screen.
