If you have the number setup as a contact on your phone, you can force to VM automagically using a setting under the contact. I've done that for a regular weekly solicitation that I get. saved the name as x.DNA so it sits on the bottom of my list and reminds me that I Do Not Answer. Will add other numbers to that contact as they are identified.
 
Handcent can blacklist sms i believe chomp sms can also. The stock settings you can auto send to voicemail from a person not a true block though. Those are all i know of

For regulating your voicecalls, you need to use Youmail....it will replace your Verizon voicemail service and will allow to route calls to different messages depending on your choices....you can have a disconnect message or something more vulgar if you wish :) Check it out, it's free.
 
I believe Verizon allows you to block up to 5 numbers via your My Verizon login on the VZW website.

Yep, on myverizon.com. I blocked one for the same reason... Then she changed her number, I blocked that one and she changed it again. Now I am changing mine. Argh... Shoot, now I can't find where but call *611 and they will walk you right to it.

Do you have it set to show up in the settings. I when i used it, it completely blocked them. The only way i knew some had come was looking in the stock sms app and they would be listed there. Maybe check the blacklist settings.
