Is there any android APP that can make phone call on desktop?

Suppose I connect my android phone to a desktop (windows 7) through a UBS cable. Is there any APP or desktop software that can enable me to make a phone call on the desktop using headset (the voice data are transmitted to and fro to android through the usb port)?

PS: please don't ask me why not simply make a phone call on the android device.
PPS: yes, I have paid the operator for any call.

Look at MyPhoneExplorer - an app on the phone and a client on the desktop. Used primarily for sync'ing your calendar/contacts/tasks etc between the two but it also allows you to do what you want AFAIK. I use it for sync'ing and for texts but not for phone calls (old PC with no sound ....).

Google Hangouts. I use it all the time. Also, if you have a webcam on your computer, you can also make one on one, as well as group video calls with it. It makes the call using VOIP technology. You can also use the same app while on your other mobile devices to make the same type of calls. By the way, you won't really need to connect your phone to your computer for this. You just need to download the desktop app.
