Hi, I am using Nexus 4 with Android 4.4.4.
I am using Google calendar and Business calendar and both of them are affected so I suspect that the problem is in the database. I also found the problem in other phones.
The problem occurs between 6th October to 26th October and in similar periods in the next years.
I want to add that the Israeli parlament changed the DST to end on 26th October instead of 5th October (changed since 2013) so I think that Google Timezone DB has not been updated correctly.

Not the best answer, but its an answer... Basically Google says tough luck, wait for an update, if we do one, for countries that change DST all the time. https://support.google.com/calendar/answer/2367918?hl=en
