Welcome to the Android Forums! Based on current technology it's not likely that this would be presently possible. It's my understanding that current microchips being implanted in animals are based on passive RFID technology. In order to activate the microchip you'd need a compatible wireless power source in close proximity to the animal. Once the microchip is activated you'd then need a cellular device to transmit the animals id and location back to you.
