Keeping battery charged when tethering

I tether the phone all the time. What I've noticed is that when it finishes charging it will say "charge complete: unplug the phone" or something like that.

I think there's a problem with it being tethered and constantly using power. After it's fully charged the battery meter keeps displaying as full while it's plugged in, but when I remove the cable the battery meter will refresh and sometimes it will be at something like 30%.

Is there a way I can tell the phone to keep the charge up after it's fully charged once and displays that message? Thanks!
