Just like a few others . We purchased this device for development reasons and because the first zmax (z970) bootloader was UNLOCKED.
We all assumed the same for the zmax predisessor the pro.
Since I can't access any files I can't develop.
That's why I've been saying all along go with Samsung or LG or Nexus or even HTC witch has a dev site for bootloader unlocking. If your into root, roms and building. Like myself who has been developing since 2009.
Stick with zte if you want headaches.

Give the Axon 7 a try. It is a nice phone and bootloader can be unlocked

Why would you buy a phone for dev if it didn't have root at the time you bought it?

Get the Axon 7 best ZTE phone and it has root
 
I just purchased a Nexus 6P and I don't regret it one bit. Definitely still worth buying in 2017. I'd look into it if you're not looking for a painfully expensive phone. It's certainly a huge upgrade from the Zmax Pro.
