LPP takes a timestamp from the database (the same database that system apps use) and converts it to a time string using the local time. If the timestamp is wrong, then the time will be wrong in any app that uses it.
Not a fix but I thought I would share. I have heard about this before but never checked up on a resolution, hope someone can offer better info for you.
