Does anyone have a list of which phones can be unlocked for which providers or can any of them be used with any service?

That's a bit vague, which country/provider do you want to use?

Aside from that, pretty much any phone can be unlocked. Also, most carriers in most markets have at least one really good android phone, so I wouldn't worry too much about it, just pick one you like from your carrier of choice and make sure it is/can be unlocked before you make the buy.

You don't "unlock for a carrier", you "unlock from a carrier". The point of unlocking is to remove the SIM restriction put in place by a given carrier. Doing so allows you to use any SIM from any carrier.

Keep in mind that the device not only has to be unlocked (if locked) but the device also needs to support the proper bands for the carrier that you intend to use it with.

Not really. Unlocking isn't relevant to CDMA devices except for CDMA/GSM hybrid devices (and it only applies to the GSM portion, obviously).
