Load app into decommissioned cell phone?

I want to use an old cell phone as a webcam. I have successfully used Droid cam and like it, but how do I get it into a decommissioned phone (no SIM card, device info changed with carrier, etc.). Can I connect over WiFi to an app store? Can I sideload it from an active phone or laptop, even my web-connected PC?

Yes, just connect to wi-fi and download whatever apps you choose.

I have devices that I use solely in this way.

Modern cellphones can be had at Wal-Mart for $40-$50 to be used in this way.

(Some modern apps won't run on older devices.)

Basically it can be like a miniature computer, you are just not using the cellular portion.

Place the device into airplane mode to be rid of any SIM or service notifications.

Then turn wi-fi on and connect.
