Is there any legitimate way to locate a cell phone with only the phone number?
Dial the number... and listen for the ringtone.
(otherwise you'd need a court order/warrant)
1) Trying to find a random persons phone - no.
2) Find your own phone (in addition to psionandys suggestion):
You can locate a lost Android phone with Android Device Manager - it has been added to every Android phone running 2.2 or higher. For this to work it must be connected to a network and not have been wiped/reset yet.
Android Device Manager lets you locate your device on Google Maps in a browser, and you can ring your device for five minutes. You can also use it to wipe personal data, if you set it up in the Google Settings app on your device before hand.

Well the calling and listening to the ring didn't help...
It's My mom's phone. I checked out the android manager but it would only let me select my own devices. She's a disabled senior that isn't very good with a smart phone (but she insisted on having one) so she doesn't have a Google account to find it on Google.com through an account.
Super bummer cause she didn't get the insurance either. This time, cheaper phone and definitely setting up a locator app
