What is the difference from this and the GPS option in Android? Is it a huge battery drainer compared to GPS option?

It gives you a much faster but less accurate location and would use way less power than gps, And it can work inside a big building where gps won't. Some apps will use only this, some will use a combo of this + gps and some will use gps only.

google maps and earth use mobile networks/wifi before gps to get your location on screen faster, it will update and show your accurate position once gps is locked on.

It seems like maps if there's no gps lock, gives wifi preference over mobile networks, at my office where gps doesn't work, we got some used wifi access points from another office 500 miles away, once they were up and ruinning I started up maps to see what would happen and it showed me in the other office.

yes, leaving the GPS on drains the battery at a faster rate.
