I want to be able to get a vocal Caller ID, that way when I am out riding my bike and get a call I can hear who is calling.

    Example

Phone rings and over the speaker or though my head phones I hear "Call from bob or 555-555-5555"

My home phone does this so I was hoping there might be an app out there that would allow my droid to do it as well.

I implemented this using Tasker. I don't find this under Text to Speach on my Droid running 2.1-update1.

I love Say My Name. You can even customize what it says. If you want, it can say something like, "Hey asshat answer the phone! Bob is calling." It's awesome.

SMS Reader - You can set it to read:

    - SMS & Name (will read your entire SMS to you; when someone calls, it will read off their name if in your address book)

    - Name only

    - Silent (don't read anything)

Its widget toggles the three options above.

...and Tasker will also do much, much more. It has a bit of a learning curve so it's not as easy to implement as an appliance app that only announces caller info.

I'd also suggest looking into a better TTS engine such as Loquendo or SVOX if your version of Android supports it.
