There is an app called Plan B which you can try to install from the (PC browser) market. Have it install to the phone - if the phone is active on the network, it should. I think that you can trace it from there.
If the other person has factory reset the phone and put it on their own Google account, though, it's too late.
Another app, assuming you installed it before it got taken is Lookout Mobile Security. It has the ability to turn on a siren to let you know where the phone is and or locate it.
