Help Missing Location Mode

Help! I am using apps (wechat, ingress, etc) that requires location to be enabled. Sad thing is, it is already enabled or turned on. On my android phone, the location mode has three modes, High Accuracy, Battery Saving, Device Only. On my android tablet, it has only one: Battery Saving. The phone runs in 4.4.2 version, while the tablet in 4.4.4.

What make and model of tablet is it? It sounds like it does not have a GPS receiver built in.
