I'm on Verizon and use hangouts as my messaging client. Is there any way to recieve MMS messages without having mobile data on?

MMS is a link sent by SMS, which is 2G, so data has to be on.

As far as I'm aware MMS messages can only be sent via mobile data which of course incurs a fee, unless you have MMS messages tied in with your contract.
Have you tried WhatsApp? I installed this about 18 months ago and Instantly realised that alot of my contacts were using it too.
Its just another message app but you can send it over Wi fi or your data plan.
