Similar threads do not help here. My experience with Nexus 7 is 1 week.

Photo attached to Gmail incoming to Nexus 7, is in Downloads. I need to get it into the Gallery to be able to attach it to an outgoing email. How does one do this? Thanks

Get the ES File Explorer from the Playstore. Open the download folder > long press on the picture > then you can move it with the context menu's help

Or connect your N7 to a PC and move it with windows explorer. You can also select the photo as an attachment from your email by going to the Gallery and in the Gallery navigate to the download folder to select it.

If the photo is in your download folder it should show up in the gallery. Maybe the N7 just needs to rescan.
