My carrer charges extra to tether, so as Android 2.2 can tether through it's wifi can my carrier find out?

My carrier uses a HSPA+ network or 3g+ network with I am assuming 56 Mbit/s down and 22 Mbit/s up that is ridiculously fast so could I run an Xbox 360 from this?

FroYo does have wireless tethering and the app WiFi Tether, both your XBox 360 can use.

That's the bandwidth between the phone and youur PC. Hspda is more along the 7 Mb theoretically. Still, that's still plenty of bandwidth granted you have a stable connection.

If they have a patch on your device but that would probably simply block the app that does that. It's worth a try.
