After not using my Nexus 7 for several months because of the 10 purchase, I wanted to sell it and it would not start at all.. Screen seemed to very faintly flicker. It has been charging now for 6 hours, and still it does not start.

I had rooted it and it got the 4.1? update..

What else can I try as I thought when connected to AC it would have the power to strt but that seems to be wrong ?

Keep it on the charger for another 12 hours or so and try it again. When the battery is COMPLETELY dead it can take some time before it's usable again.

Yep, mine was the same. I panicked for a second, but it's fine now.
If it does end up being a screen flicker problem, you may be able to send it back for a warranty repair.

Might want to open up the back and check the battery cable. I've had to reseat it twice on my wife's N7

Hold the power button until it comes on. Sometimes it can take 30 seconds or so before it starts up.
