I need to be able to use my SD card, but even though there is nothing in it, it says it is full on multiple file handling programs, both ASUS and file commander.

There is nothing on it. Yet I am unable to put anything on it because when I do it says full.

How do you reformat? Need app to do it? I tried deleting stuff, but, that got me to this empty and full state. There is this secure android file on it, but anytime I try to delete it it say I can't.

You reformat either using a card reader on a PC or on the phone settings. Go to settings>storage>scroll down to memory card. There will be an option there to reformat.
