    1. Use pdf2html
    2. Use Google custom search to modify your html to include a search function https://www.google.com/cse/tools/create_onthefly
    3. Post this HTML on a website
    4. Use a service such as appsgeyser to turn it into an apk

    (No programming required)

Please clarify: are these internal links already built into your PDF document, e.g. as internal links to figures and references?

If so, then perhaps pdf2html or another similar tool will create the analogous links within the output HTML. I suggest that you try it.

If not, then please explain how you wish/expect to add these links.

Another question: is it adequate for the app to be operable when the user is online, or is offline operability a requirement? If the latter, might online-only access be acceptable in the first iteration of your app?

Yes, the links already exist with in the document.

For example you are reading paragraph 2 and it has a link to a reference and then the reference has a link that will return you to paragraph 2 when you are done. Plus all the jumps from the TOC and back.
