Need an App to send commands to the device connected mobile USB

Hello,

Can someone tell me an app available on play store to write commands from android mobile to the device connected to USB of the mobile.

I want to send hexadecimal command "0xFF 0x31 0x55 0x32" from android app to the device to make the device started and it will send data to mobile once it receives this command.

I am using samungGalaxyS3.
