Need help please

I live in Canada and I am using Wind simcard, new mobile carrier. I was using rooted samsung galaxy s and the simcard was not working. The simcard only works on the phone that wind is providing. I tried it also on a rooted samsung galaxy tab and still the same. I'll be having a samsung note next week and planning to use the simcard on the phone, just scared that maybe it wont be working also. When I tried putting the simcard on the mentioned devices, it just says, wind away (meaning im outside my coverage area and I'll be charged on every transactions, so its useless) or there is a signal but cant do anything at all. Cant do outgoing or receive incoming calls. Is there any thing or solution that you can help me please? I really need to change my phone. Thank you
