Need help with annoying women voice

So when I'm on the main home screen and I collapse the pages so I can add more or remove pages a women voice comes on and says '' home screen edit page open'' how can I get this removed? I checked driving mode that is off and I also checked for talk back in settings and that is also off. Any help please!!! Thanks in advance
