Except for carrier variants like Droid branded, every Android has a no contract, non subsidized, no lock equivalent. They are sold in many countries with independent dealers. In the US and Europe, Expansys is one of them. If you buy an international market Android, unlocked, expect to work only with EDGE in the US. However, you can take them to any carrier with GSM support, and if you travel, you can use local prepaid SIMs with them, removing roaming fees.

Prepaid Androids with carriers are a different matter. I can't remember what Virgin Mobile has, I believe one of them is the Samsung Intercept. The Optimus V is probably the best of the bunch right now.
