Firstly, you need the latest version of Android to move applications to the SD card (it won't work on stock/branded 2.1).
If you are running Android 2.2 and the applications you download support moving the app to SD card, then you can by going on settings->applications->manage applications. Then go to the application you want to move and then move to SD card.

its OTA update and unless you have an unlocked phone, your service provider is probably messing around with the update and keeping it from you
