New 2011 phone still being released with <2.3. Why?

    So I would like to know why new 2011 phones are still being released with >2.3. Is there something Google is limiting on that isn't allowing these other phones to not be able to use gingerbread?

    Let say something like the LG Revolution, Samsung Galaxy Fit, LG Optimus Black, Motorola ATRIX, HTC DROID Incredible 2, Samsung Infuse, HTC ThunderBolt. and so on....

    Why are there still phones that are coming out that are "new" but are still being shipped with outdated software. I mean is 2012 going to roll around and were still going to see phones shipping with 2.2? Also why is there still phones being released with last years hardware, selling at a full last years price. If its last years models then the price should be cut in half or at least 30%.

    1. Production lead times.
    2. Froyo 2.2 is tried and true. Fewer warranty and customer support issues.

    Sorry to be a stickler but you may want to change title to <2.3
