Help New icon in the android bar

I'm not entirely sure, but I think a new icon has been added to the navigation bar after the update but doesn't work. Does somebody know what it supposes to do?

this is at the bottom of the phone, correct? not at the where the notification bar actually is? are you using a custom launcher?

No, this is the standard launcher. But ...
I have revealed that is the "live transcribe shortcut" I think that is a new "accessibility" feature
