I recently bought a new Droid Turbo off of eBay and have been going through it to customize. While disabling apps, I've noticed there seems to be a lot of repeat apps. I have 3 listed as Phone and one as Phone/Messaging Storage. Two for Settings Storage, one with a gear emblem and one with a hammer/wrench emblem. And for the last one, 3 Setup Wizards. Is this typical or am I just being paranoid for purchasing from an eBay seller?

I don't think it's typical, unless there is still some difference in the apps. Just to be safe though, just flash a new stock ROM on it. It's a newly bought second hand device anyway. No harm in being safe.

It would appear that Turbo has multiple issues going on that just shouldn't be there. Sounds like that phone wasn't cleared and refurbished properly before being sold to you. You really should think about wiping it completely, as chanchan05 mentioned, flash the ROM to restore a clean Android OS on it. Also do a Factory Reset to make sure everything on the user data partition actually is cleared off.

Hopefully its previous owner closed out their account so the phone itself has no legacy issues. If you want to look elsewhere for a used Droid, swappa.com checks and verifies everything they sell:
