Starting here will give some basic know-how. But you'll still need more..
[GUIDE] Want to learn how to theme? - xda-developers

Themeing is one of those things that gets a little easier with a lot of practice. Modding/themeing are very time consuming and require more reading than what most people assume. The most important thing you are gonna be doing is reading and tinkering around. I find it relaxing.. Here is what I mainly use to make my themes

    The following:

7-zip. will carry you into themeing and save you the hassle of signature problems within apk files.

A good program like Gimp, Photoshop, or Paint.net to modify/change colors of icons and whatnot.

A text editor, I use Notepad++ to edit scripts

UOT Kitchen will cook up a theme for you, to use the kitchen, you'll need your favorite ROMs framework-res.apk and SystemUI.apk.

To do most of the modifications, there is no need to extract a zip, when using 7Zip, open the zip as an archive instead of extracting.

This little tutorial will point you into the right direction. Remember, these words..Read, Read, and Read some more! Use Google, it is your friend and don't crash UOT Kitchen's servers like daisflaque did.. :D

If you want to just add color.
You can always use the ultimate online theme kitchen.
    Just Google it.
It'll just give you a base of color.
But you can always go back and add more to the theme.
