Help New voice -- how to?

Hello and thanks for any help.

I am trying to install a voice activated assistant, like EVA, on my htc Evo V 4g phone. I was instructed to install a new voice, so I downloaded SVOX classic. The instructions for installation were -- Go to Android Settings -> Voice Input & Output -> Text-to-Speech settings

Okay... I do not have, or cannot find, a "Voice Input & Output".

Am I missing it? Just how does one put a new voice on this phone?
