    It should be under settings-notifications

Assuming you're using the stock SMS app : menu > settings > 2nd option down is 'play notification sound', 4th option down is 'vibrate'. You need to be in the screen that shows all threads/conversations rather than in a single conversation screen to get the settings menu.

    those options are both unticked.
It is when my balance pops up that is the issue, so outgoing txts, or when a incoming txt costs that the noise/vibrate happens.
That is what needs to be turned off.

What do you mean by balance? Are you talking about when it brings your messages to the front? It just pops up like an IM or something?
