sometimes the phone is still powering down even after the screen turns off. I'd wait an additional 15-30 seconds after the screen goes off before trying to boot up into the bootloader.

How long did you have to wait? I have let it sit for a few minutes and then tried with no luck. When I press and hold the power and vol down at the same time nothing happens at all until I let up off of the power button.

yeah they installed some kind of fast boot function. as of right now you can't access bootloader unless you either download an app called quickboot or pull the battery out then press and hold power+vol down.

That app does require root permissions btw...

I heard that un-checking the fastboot option in the menu has an effect on the menu....has anyone tried playing with that.

actually somebody pointed out that to get to hboot, you have to go to phone settings/applications/ and uncheck fastboot option.
