No "learn from" options for predictive text

Got this phone (Galaxy S8) a month or so ago, and the predictive text doesn't seem to be learning from much. Every time I google the issue, threads that come up say to go to the predictive text settings, select "use personal data" and/or "learn from [insert app here]" (like Messages+, Google Hangouts, Facebook)

Thing is, on my phone, there IS no option to use personal data, or to learn from any app.

How do I fix this? It doesn't seem to really be learning from how I text, so most of the suggested (even autocorrected) words aren't making sense in their context. Not even just "texting" stuff like lol or rotfl or w/e... actual words. This is getting very annoying, and I'd like my typing experience to go a lot smoother.

Enter your Google app under Settings then go to permissions and check each app you have text correspondence with. Then Check the permissions you have enabled. Also do this step with each app the same way. This method will give those corresponding apps that permission you want to learn your text format.
