I got the HTC desire 626s phone today. Actived it. Went to go send a text message and I got this code. " You are not allowed to send text messages. Msg 2120"
I can receive text messages just fine and I can make and receive calls. My bill is paid. I've been in contact with my provider (virgin mobile) but they keep walking me in circles.
    What can I do?

This is definitely a carrier issue: your device is being prevented from sending text messages on their network. Make sure your plan includes texting, and keep at Virgin Mobile until it's resolved. If a customer service rep is running you around, ask to speak to a supervisor. But something in your account is blocking texting.
