Check your notifications settings and call blocking.

I've heard that Google Voice fixed that problem on some ROMs... Worth a shot.

When you call your phone, does it go straight to voicemail or does the caller get ringing?

Then try doing a SCRTN reset while on factory stock If you still can't get calls then the problem may be on the company side with your account, and at that point you will have to contact Boost.

You do need to be on a TW ROM that has the hidden menu function it should work for that ROM, Otherwise, flash stock then do it.

That sounds like either signal issues or tower config issues.
